With Joe Biden sworn in as the 46th president two weeks after the attack on the U.S. Capitol, and amid surging COVID-19 cases in the U.S, Linda Fowler, a professor of government emerita, and Jennifer Miller, an assistant professor of history, discuss the historic inauguration and the challenges Biden faces.

“Our recent presidents have had to deal with this problem of legitimacy,” says Fowler. “The old days—where presidents enjoyed a honeymoon, where once they were sworn in 70 to 80 percent of the people backed them—we haven’t seen that in a long time.”
