Kenneth Yalowitz, director of the Dickey Center for International Understanding, and co-author William Courtney say there are few signs of tension between the United States and Russia “in the race to extract newly accessible energy and minerals resources” freed by melting sea ice in the Arctic. “But new confidence-building measures could help avert future risks.”
