Gustman, Texas Tech economics professor Thomas Steinmeier, and Dartmouth economics department Research Associate Nahid Tabatabai, concludes that a significant part of Social Security tax increases have not helped cure projected deficits because they are used to pay additional benefits — and that those added benefits go primarily to higher-income Americans.
