Associate Professor of Government Daryl Press and his co-author write that even as the Obama administration talks about a world free of nuclear weapons, it has proposed a major campaign to modernize the U.S. nuclear arsenal. They contend this effort is vital, since maintaining a credible deterrent requires possessing weapons that a president might actually use.
