In an interview with MSNBC, Daniel Benjamin, the Norman E. McCulloch Jr. Director of the John Sloan Dickey Center for International Understanding, was asked where communications broke down between the FBI and Russian authorities who had expressed concerns about the older of the two suspects in the Boston Marathon bombings.

“We’re talking about enormous bureaucracies on both sides, and chances are that the Russians actually dropped the ball or for some reason didn’t want to allow us to know what kind of information they had because they’re very wary of letting us know how they collect intelligence,” Benjamin says.
