“There are very strict limits on how far Vladimir Putin will allow the relationship to sour,” Wohlforth tells NHPR. “There’s too much at stake. Russia can’t afford a new Cold War. It knows how that would turn out for it. There is an ambiguity in Russia-West relations—cooperation on some issues and competition and rivalry on others.”
