In a story about the curious state of Jeb Bush’s presidential campaign—is he running, or is he just testing the waters?—New York Times columnist Justin Wolfers turns to Professor of Economics Eric Zitzewitz, who has written extensively on prediction markets.

“I suppose a candidate might try to fool people into thinking they are genuinely on the fence,” Zitzewitz tells the columnist. Candidates “may try to appear ambivalent to outsiders but whisper in donors’ ears that they are really running,” he says.
